Looking for a place to enjoy the cool breeze of the mountain, overlooking the view of Cebu, and comforting Filipino food, then Top of Cebu Restaurant and Tops Lookout of Cebu Lookout ticks all the boxes.

Top of Cebu Restaurant

A must-visit restaurant in Cebu is the Top of Cebu Restaurant. Located in the town of Busay, the restaurant offers guests delicious Filipino food and an astounding view of the city. The restaurant comes from Pages Group Holdings, the same owner of other known restaurants in Cebu, such as Lantaw and House of Cebu.

The restaurant has two levels. We ate at lunchtime and dined on the restaurant’s top level. The space can probably accommodate at least 100 guests at one time.

The lower deck offers more table tables and chairs. It is best to dine on this level from the late afternoon to nighttime to appreciate the city’s beautiful lights.


Now, let’s talk about the food.

Here is what we ate for lunch.

For starters, we had their bestselling Kani Salad. A refreshing mix of greens, ripe mango, cucumber, and shredded Kani. It was drizzled with Japanese mayo and fish roe.

My daughter loves lumpia, so we had to order their Spring rolls. It was crunchy, meaty, and packed with fillings.

A meal in itself, the Fiesta rice is indeed a party on one plate. One order is already good to feed 4 to 5 people. The fiesta rice has mixed vegetables, shrimp, and meat topped with hardboiled egg and green bell pepper. Yum!

For mains, we had their sizzling Bulalo. Watch how it sizzled! It was delicious!

Tops Lookout

After having lunch, we went to the Tops Lookout, which is just a short walking distance from the restaurant. So, if you don’t want to eat at Top of Cebu Restaurant but enjoy the view, you may head directly to the Tops Lookout.

The entrance Fee to the Tops Lookout is P100 per person. The entrance fee already includes using the tables and chairs on the lookout.

In front of the lookout is an ample space to walk around. Going further are benches where people can sit and enjoy the view of the city.

Because we came in around 2 PM, there were fewer crowds already. However, it was really hot and sunny. So I suggest you visit in the late afternoon or nighttime instead.

How To Get to Top of Cebu Restaurant and Tops Lookout?

Private Transporation:

We opted to rent a car to fully control our itinerary, and the time we spent in each of the places we visited.

We just used Waze and typed in Top of Cebu.

Public Transportation:

Via Jeepney:

Ride a 04D, 04I, or 04H (Lahug-Busay) jeepney from Cebu City. Ask the driver to drop you off at Tops. Expect to walk around 500m up the road.

Via Grab

Book a ride in the Grab app. You want to ask your driver to wait for you so that you don’t have a hard time going to your next destination.

Via Tour Groups:

You book a tour via a local tour guide or book via Klook.
